Issue: Federal Court challenge to BLM removal of all horses from West Douglas (CO)

Situation Report Summary
BLM permitted energy exploration in the West Douglas (Colorado) Herd Area and due to the impact of these activities on the wild free-roaming horses that were found in the area, BLM revised its management plan to call for the removal of all the horses.
The Colorado Wild Horse & Burro Coalition, Inc. and allied groups filed suit in Federal court. On August 5, 2009, United States District Judge Rosemary M. Collyer ruled that BLM had exceeded its authority in planning the removal of the horses and ordered a stay of BLM's gather plan.
